78-year-old Arthur Brown, a residence of Pennsylvania who lives in fear of extra-terrestrial attacks is reported to have wrapped his house in foil, shinning spotlights at all hours of the day and night in order to ward off aliens. Neighbours in the Virginia Road area of Hermitage said Brown shines the spotlights outside his foil-wrapped house at all have continuously complained about the difficulties attached to having Brown in their neighborhood.
Raich, 72, said she wants to sell her house and buy a condo, but she can't get anyone interested in her property because of the spectacle across the street.
"Who wants to buy my house? A nice decent house, garages, acreage in Hermitage, a nice place to live, when this yahoo across the street decides he wants to shine lights on me?" Raich said.
A judge ordered Brown to take down the lights earlier this year, imposing a $500-per-day fine if he continued to shine his spotlights late into the night. Officials said he has not complied and now owes more than $20,000, the UPI reports.
The city said it has now filed a petition to get an injunction to have Brown's lights removed.
"It's a violation of the city's zoning ordinance to have excess lighting that adversely affects neighboring properties," Hermitage City Manager Gary Hinkson said.
