Two kids pictured sitting in toy car being dragged along road. Yay or Nay?

Shocking pictures have emerged showing two young children being dragged about by a 4x4 while they sat in a toy car. The photos were taken by fellow motorists on kilometre 190 of a western Guatemalan road. They show a large 4x4 vehicle with a woman and boy sitting in the uncovered truck bed. Behind them are two children in a toy car, being dragged along the road by a wooden stick pulling them along. The images were posted online, where they have prompted a debate between social media users. Some slammed the risky activity, but others claimed it wasn't so dangerous as the vehicle appeared to be travelling at a low speed.
